The above quote is from the 1965 Moynihan Report or “The Negro Family; A Case for National Action.” Democrats clearly understood that their policies resulting in the disintegration of the black family were catastrophic. Today if you quote the Democratic Report you would be called a racist. (Source)

Democrats today try to undermine the Religious community every opportunity they get. They won’t even tolerate you eating at a Chick-fil-a. Religious groups were instrumental in both the abolitionist and civil rights movements.
In 1965, 24 percent of black infants and 3.1 percent of white infants were born to single mothers. By 1990 the rates had risen to 64 percent for black infants, 18 percent for whites.
The report can’t make its key point more clear:
This is why Democrats have absolutely zero incentive for improving the lives of the Black Community, zero, nada, zip. Democrats rely on welfare to buy black votes. They have no incentive what so ever to address the problems of the black community they themselves identified back in 1965.
Don’t know what to say about this one, but Woman Power doesn’t seem to work in the Black Community.
What was the solution in 1965?
Unfortunately, some in the Democratic Party didn’t read this report as a warning that offered a blueprint to improve and integrate the Black Community into America. They read it as a path to control and power. Those Democrats won. They understood that to maintain the Black Vote, they needed to maintain Black Dependency on Government Programs. That is the sad truth why the Democratic Party has done nothing to address the key problem facing the Black Community they outlined in 1965. As long as Blacks overwhelmingly Vote for Democrats, they can simply expect their condition to continue as is or decline. Democrats have no incentive to improve their condition. If they did, they would have done so after the 1965 Report was published.
